Why This Matters
- The packet is the first operational asset list the party has received in Vienna. Before this, they had Fischbein and the White Ox, but no Order-specific caches.
- Both named assets are one-shot — using them spends the Order’s Vienna infrastructure. The party should deploy them carefully.
- Herzfeld’s isolation tonight is a time-bound opportunity. Even if the party cannot act tonight (they are committed to the Masquerade), the intelligence defines the shape of Session 9 planning.
