Description
Intelligence delivered by Leopold_Fischbein to Freddy_Cavendish at the Grand Masquerade, Session 8. Three claims, each separately verified by Fischbein:
- Klaus_Bauer and Werner_Bauer lodge on the second floor of the Black Bear Tavern (Gasthof zum Schwarzen Bären) on Taborstraße, in Leopoldstadt.
- They drink in the common room most evenings.
- They were arrested for Moreau’s killing, then released on a release order personally signed by Captain Vogel. The arrest file was removed from Polizeidirektion records. Fischbein has cross-referenced the signature against three other Vogel signatures in prior cases — the attribution is certain.
What It Reveals
- Operational target: the Bauer brothers are no longer in the wind. The party has an address and a habit. They can case, capture, kill, or interrogate.
- Legal leverage: Fischbein’s documentation is the first concrete evidence tying Vogel to the Brotherhood. The release order is a signed document with provenance — the kind of thing that survives in a corruption case.
- Tactical constraint: the Bauers are a two-man unit. Any operation against them must assume they reinforce each other. Any operation in the common room must assume civilian witnesses.
- Risk: direct action at the Black Bear triggers a Polizeidirektion response Vogel personally controls. The same Polizeidirektion that held the arrest file that Vogel made disappear.

- Session 8, Grand Masquerade (evening of August 8, 1814). Fischbein approaches Freddy near the refreshments, delivers the intelligence verbally, and retreats to the bar. He declines to follow the party further into the masquerade. The documentation (the release order) remains in Fischbein’s possession at the Goldener_Hirsch.
