Inspektor Ludwig Vogel is a 45-year-old senior officer in Vienna’s secret police who serves the Brotherhood of the Open Measure as an active infiltrator and true believer. Unlike Kaunitz (who serves for intellectual stimulation) or Trautmannsdorff (who serves from fear), Vogel genuinely believes in the Choir’s vision and joined the Geheimpolizei specifically to protect the Brotherhood’s operations.

Vogel is the Brotherhood’s greatest asset within the state apparatus — he has authority to monitor foreign visitors, suppress investigations, redirect police resources, and eliminate inconvenient evidence.

Physical Description

A nondescript man of middle years with the bearing of a career police officer. Dark hair greying at the temples, thin lips, sharp eyes that miss nothing. He dresses in plain clothes suitable for his rank — unremarkable waistcoats, neutral colours. His appearance is forgettable by design; he has trained himself to be invisible.

If the party encounters Vogel in an official capacity (asking questions, drawing attention), he will be polite and professional. He will not reveal his Brotherhood affiliation but will note their interest for future reference.

If Identified as Brotherhood Member

Vogel will not panic or attempt to flee. He will use his police authority to contain the situation — arresting the party members, ensuring they are isolated, and arranging for them to be “processed” in ways that are helpful to the Brotherhood.

If Confronted About Corruption

Vogel will not deny his involvement with the Brotherhood. He will, however, reframe it in philosophical terms — he joined to protect something important, not for money or power.

Session Appearances

Vogel operates mostly off-screen in early sessions, appearing primarily through his effects on other NPCs and investigations. By Session 8–9, if the party has drawn significant police attention, Vogel may appear directly to “assist” with their inquiries.

Final Notes

Vogel is the most dangerous member of the Brotherhood in terms of state power — not because he is personally impressive, but because he can direct the full apparatus of Vienna’s secret police against the investigators. However, he is also the most directly exposed if his corruption is discovered. His meticulous records, his unusual financial transactions, and his gambling debts all create vulnerability.

Metternich is not part of the conspiracy — he is merely disinterested in investigating it while the Congress proceeds. Once presented with evidence of police corruption and cult activity, he will act decisively. Vogel is the linchpin that, if removed, can cause the entire operation to collapse.

Vogel’s fate is tied to the success or failure of the Brotherhood operation. If the ritual fails and the investigators escape, Vogel becomes a liability to the Brotherhood and may be eliminated by Adler. If the party prevents his arrest and interrogation, he remains a threat.

Session 9 Update — Seen Beneath the Domino at the Masquerade (Night of 8 August 1814)

Vogel attended the Grand Masquerade under a domino mask on Kaunitz’s orders as surveillance on the English party. He was in civilian evening wear with a half-drawn pistol, positioned against the far wall. He was not briefed on the Wächter deployment and was caught in the chaos — his mouth hung open in shock as he stared at Adrien. Georgiana identified him beneath the mask amid the pandemonium. Vogel stood frozen for only a moment before turning and fleeing through the main exit, leaving the carnage behind him.

This matters for three reasons. First, Vogel personally witnessed Adrien’s civilian shooting from Session 8 — the legal pretext for arrest is now backed by an eyewitness police captain. Second, Adler’s interrogation at Thaliastraße 12 subsequently named Vogel as the custodian of the party’s stolen occult books and Marina’s notebook in the Polizeidirektion ground-floor strong room — accessible only to officers of captain rank or above. Third, Vogel’s presence at the masquerade ties him to attendance records that Fischbein can subpoena if the party pushes the political fallout through legal channels.

Metternich arranged for Vogel to report to the Ballhausplatz at 6pm, ostensibly to deliver his routine daily briefing. Gentz received him: credentials and sidearm surrendered, Vogel escorted to a room on the third floor. He did not return to the Polizeidirektion.

In the window between the Metternich meeting and the 6pm summons, Vogel remained at his desk in the Polizeidirektion — dangerous and entirely unaware. Georgiana, Katherine, and Fischbein used Metternich’s writ during this same window to enter the ground-floor strong room and recover the Liber_Ivonis and De_Vermis_Mysteriis, operating beneath Vogel’s nose without his knowledge.

The summons for Adrien was withdrawn by Metternich. All prior Geheimpolizei instructions issued under Vogel’s authority were voided.

Consequence: The Brotherhood’s intelligence pipeline through the Geheimpolizei is severed as of the evening of 9 August. Vogel is neutralised. His meticulous records now sit in Metternich’s hands — a structural threat to Brotherhood operations that may take days to manifest.
