Bauer Release Order

Document Overview

A Polizeidirektion release-of-custody order dated 8 August 1814, authorising the dismissal of charges against the Bauer brother who was arrested the previous evening after the Moreau assassination on the Graben. The order bears Captain Ludwig Vogel’s personal signature and cites a “lack of evidence” dismissal. The arrest file from the prior evening was removed from Polizeidirektion records at the same time.

Provenance

  • Original: Polizeidirektion records — removed by Vogel before the regular morning clerical review
  • Surviving copy: Dr. Leopold Fischbein, retrieved through his Polizeidirektion contact before the removal could be completed. Fischbein has cross-referenced the signature against three other Vogel signatures from prior cases; the attribution is certain
  • Secondary witnesses: the arresting constable (identity known to Fischbein); the evening-shift desk sergeant (also known to Fischbein)

Evidential Value

  • Directly incriminates Vogel as having dismissed a murder case — a murder of a French officer and Order operative — without evidentiary basis, hours after the arrest
  • Establishes Vogel’s active cover-up behaviour — not simply turning a blind eye, but signing personally and removing the file
  • Usable in multiple venues:
    • As a formal complaint to Vogel’s Polizeidirektion superiors (Fischbein can draft this)
    • As diplomatic leverage via Metternich’s apparatus (if the party has Metternich’s ear post-Ballhausplatz)
    • As leverage against Vogel personally — the party can threaten to release it in exchange for his stand-down

Risks

  • Fischbein is exposed the moment this document is publicly deployed. His Polizeidirektion contacts will be identified, he will lose his legal practice, and he will probably be killed within days.
  • The document is irrecoverable if Fischbein is killed before copies are made. The original is gone; Fischbein’s copy is the only extant record. Recommend: make multiple copies and distribute to the Order (via Honoria or Harcourt) before any public deployment.

Session 9 Deployment Options

  1. Quiet leverage. Show it to Vogel privately. Force him to stand down from the Polizeidirektion’s hunt for the party. Vogel may comply — or he may have the party killed and risk the document’s public release.
  2. Ballhausplatz submission. Hand it to Metternich during the summons scene. Metternich has every reason to remove Vogel from the Geheimpolizei before the apparatus’s corruption becomes a Russian talking point.
  3. Order channel. Via Harcourt to British diplomatic intelligence, then to the Austrian government via formal channels. Slow, but exposes Vogel without burning Fischbein.
  4. Public press. Wiener Zeitung or foreign diplomatic cables. Burns everyone, destroys the Geheimpolizei’s reputation, maximum chaos. Almost certainly not the right choice unless the situation is desperate.
